The Italian government has decided on a comprehensive reform of behavioral grades at secondary schools. This will come into force from the 2025/2026 school year. The most important change is that a 6 in behavior will no longer be enough to automatically be promoted to the next grade. Instead, the threshold will be raised to a minimum grade of 7.
Education Minister Giuseppe Valditara, who initiated the reform, emphasizes that the measure is intended to strengthen the educational value of the school and compliance with rules. Pupils who receive an F in behavior will not fail directly, but their transfer decision will be suspended. During the summer vacation, they must write a paper on active citizenship topics related to the reasons for the poor grade. The class conference evaluates this work and then decides on promotion. This regulation applies to both middle and high schools.
The government wants to give the behavior grade a stronger educational role again. Pupils' behavior will be closely monitored throughout the school year, including with regard to possible acts of violence or aggression.
Another significant change concerns disciplinary measures. Instead of mere suspensions, schools will be able to take alternative measures in future. These include, for example, reflection activities on their own behavior or projects of solidary citizenship in local institutions and associations. The aim is to transform sanctions into educational tools that hold pupils accountable and strengthen their sense of citizenship. To ensure a smooth transition, the Ministry of Education is planning an information campaign for pupils, families and school staff.
