Rom - New rules for calculating the ISEE value (Indicatore della Situazione Economica Equivalente) have been in force in Italy since January 1, 2026. This indicator is decisive for the receipt of numerous social benefits such as child benefit (Assegno unico), the Kitabonus or the state inclusion allowance. The changes enshrined in the Budget Act 2026 aim to better adapt the welfare system to the real needs of citizens and, in particular, to financially strengthen families with children.
Significantly higher allowances for your own home
One of the key changes concerns the valuation of the main family home. The tax-free amount (franchigia) for the family home has been significantly increased. For the general population, this value has risen to 91,500 euros. Families living in the main metropolitan cities (such as Rome, Milan or Naples) even benefit from an allowance of 120,000 euros. For each additional child living in the household after the first, this allowance increases by an additional 2,500 euros.
This adjustment ensures that home ownership is less of a barrier to accessing social benefits than before. The government is thus responding to the rise in property prices in urban centers and ensuring that families remain entitled to state support despite home ownership.
More weight for large families
In addition to the property allowances, the equivalence scale has also been adjusted. The more children there are in a household, the more favorable the calculation of the ISEE value now is. This means that families with many children are classified more quickly in lower ISEE classes and can therefore receive higher benefits.
The INPS has already confirmed that the internal IT procedures have been updated. Applications that would have been rejected under the old calculation are automatically checked according to the new, more favorable criteria. As a rule, it is not necessary for citizens to resubmit their documents. Important for investors: Government bonds (BTP), postal savings accounts and similar forms of savings up to a total value of EUR 50,000 will continue to be excluded from the calculation of assets, provided that the corresponding declarations are made correctly.
